Karliss Kimbrough

Apostle Dr. Karliss Kimbrough, Ph.D., is a global humanitarian, apostolic leader, counselor, and wellness intervention specialist who ministers the Gospel of Jesus Christ across the United States and internationally. A sought-after conference speaker, she is known for her ability to bring healing, alignment, and transformation through faith, education, and compassionate outreach.

For more than 30 years, she has served faithfully in ministry alongside her husband of three decades, Pastor Charles G. Kimbrough, championing strong families, spiritual growth, and holistic restoration. She is the biological mother of two, grandmother of fifteen, and spiritual mother to more than twenty sons and daughters in the faith.

Apostle Kimbrough is a retired U.S. Military Veteran (Nov. 2007), having served in Joint Commands including U.S. CENTCOM and U.S. SOCOM during the Desert Storm/Desert Shield and Operation Iraqi Freedom eras. After military retirement, she transitioned to federal service as a Laboratory Demonstration Scientist (Nurse) at the USAISR World Famous Army Burn Center, retiring in December 2025. During her tenure, she:

  • Established the first outpatient Burn Clinic for civilian and military burn survivors
  • Developed the Burn Center’s first Graduate Medical Education department
  • Wrote national and international training contracts for medical students, residents, physician assistants, and fellows
  • Became a trained Arbinger conflict resolution instructor for the U.S. Army

Her humanitarian and ministry work began early. In 1987, she founded the House of Refuge Feeding & Safe House Ministry from her personal home in Tampa, Florida — providing shelter, food, and safety for abandoned children, survivors of abuse, the homeless, and the hungry. She also traveled with her late mother as part of the Billy Graham Prison Crusade Ministry, deepening her lifelong commitment to those in crisis.

In 2007, she established Grace House of Refuge Fellowship Church in Texas, followed by Abba’s Precious Jewels Outreach Ministries (APJM) and Grace House of Refuge Community Development Corporation (501c3). She provides apostolic covering to churches and ministries across the U.S. and internationally through the GHOR Fellowship & Partnership Alliance, governing, equipping, and strengthening pastors, bishops, and apostles.

Apostle Kimbrough serves as the apostolic covering for:

  • Oasis Healing Ministry – Bungoma, Kenya
  • Cheptais Church – Uganda
  • Bethany Tabernacle – Florida
  • New Beginning Church – Texas
  • Partner ministries including Sound of Victory Church and PChar Ministries

She is the Founder and Director of Grace National School of Theology, an institution dedicated to equipping leaders with biblical depth, spiritual maturity, and practical ministry training.
